What changed

Peru published Ministerial Resolution 382-2026-MINCETUR on 21 October, opening consultation on a draft amendment to the regulations implementing Law 31557. It provides 15 calendar days for comments, counted from the following day. This is a consultation on proposed changes, rather than publication of an enacted replacement regime. [03A]

The stated subjects include operational information, audits, guarantees, authorisation conditions and criteria for fines. El Peruano’s official explanation says the proposal aims to clarify obligations and strengthen supervision. [03A][03B]

The payment perspective

TopPay analysis

Use the consultation window to test the proposal against real operating records and clear reporting responsibilities.

For operators, the useful task during consultation is to test the proposal against actual operating records. A requirement that looks simple on paper may need data from the gaming platform, finance team and payment provider to be produced consistently.

Payment teams can review how deposits, withdrawals and unsettled items are documented, and whether reporting responsibilities are clear between parties. Any identified gap can inform a specific consultation comment. This preparation should remain separate from a decision to implement requirements that have not yet been finalised.

What to watch

The comment window runs from 22 October to 5 November under the resolution’s counting rule. Follow the final text and any transition dates subsequently published. Public feedback can still affect the outcome, so proposed measures should retain that label in internal plans. [03A]
