What the report says

On 19 October 2026, government information service InfoPublik reported that Komdigi had handled 4.03 million gambling content items between 20 October 2024 and 11 September 2026. These are content counts, not unique players, operators or websites. [02A]

The report lists activity across file sharing services, Meta, Google and YouTube, X, Telegram and TikTok. It also cites the minister’s 8 October statement that action should extend from content and platforms to transactions and funding flows. Komdigi’s official two year report repeats the overall total and reporting period. [02A][02B]

The payment perspective

TopPay analysis

A familiar payment method does not establish permission for the activity behind a transaction.

The practical signal is that online gambling exposure can arise across several business relationships. Reviewing only a merchant’s homepage can miss how its services are promoted and how the funds relate to the activity being offered.

For payment teams, the relevant questions concern the merchant’s real business, the account holder and the purpose of the transactions. A familiar payment method or a general company registration does not establish permission for the underlying activity. This is a counterparty review implication of the enforcement message.

Follow the supporting relationships

The enforcement message has implications beyond a merchant’s homepage.

01

Real business

Understand what is being offered and promoted.

02

Account holder

Identify the counterparty behind the funds.

03

Transaction purpose

Relate the funds to the underlying activity.

What to watch

Follow official updates that specify actions against transactions, accounts or providers. Compare later content figures only when their dates and counting methods match. The reported total alone cannot establish the size of the gambling market or the effectiveness of every enforcement measure.
